Korea Astronomy and Space Science Institute (KASI) is planning to establish a system of optical satellite tracking in near future, a fast orbit determination software package has to be developed, tested, and verified. Several orbit determination program have been developed and used in different purposes in KASI. However, none of them can be used in normal operation of 24 hour running space monitoring system. The user requirement and specification of the fast orbit determination software will be analyzed and determined during the planned development of the system of optical satellite tracking scheduled to launch on 2011. In this study, a precise orbit determination (POD) method with the initial orbit determination (IOD) data of low Earth orbit (LEO) satellite in short arc length observation, is reviewed and rearranged strategically. As several IOD methods have been thoroughly investigated for many years, we adopted the results from several IOD methods to statistical orbit estimation procedures. A measurement model for optical satellite observation is defined and statistical orbit estimation is tested with the data observed from KASI’s test-bed.
